ENERGY AND THE ENVIRONMENT http://www.markudall.senate.gov/?p=issue&id=2 Reducing our reliance on foreign oil and curbing the effects of climate change have long been priorities of mine, and I’m working in the Senate to create a plan to tackle these important goals. To do so, we will need an all-of-the-above strategy that includes all of our energy sources, with a special emphasis on those that are clean and domestic. That means focusing on everything from renewable energy and energy efficiency to natural gas and safe nuclear power. This approach will help diversify the sources of energy we depend on, which will stabilize prices, create new jobs and make our country more secure.
HEALTHCARE http://www.markudall.senate.gov/?p=issue&id=3 The Affordable Care Act is meant to put Coloradans in charge of their own health care, provide a sense of stability and security, and ensure individuals can choose their coverage plan and their health care provider. The goal is to finally start reducing the ever-increasing costs for consumers, small businesses and the government by taking critical steps to address the runaway growth in health care costs, which are the biggest driver of our spiraling federal deficit.
HUNTING FISHING AND SECOND AMENDMENT RIGHTS http://www.markudall.senate.gov/?p=issue&id=61 We need to respect and protect the land while also ensuring that the public can enjoy the resources and recreational opportunities it provides. Interacting with the land is a way of life in the West, whether it’s through hunting, fishing, boating, hiking, skiing or any other kind of outdoor recreation. That’s why it’s important to support these activities as we consider issues involving wildlife management or conservation of our natural environment. Responsible gun-ownership is also an integral part of our Western heritage. The Second Amendment to the U.S. Constitution is an individual right, and I’m committed to protecting the rights of citizens to own firearms for personal protection, hunting, collecting and for other legal purposes.
IMMIGRATION http://www.markudall.senate.gov/?p=issue&id=18 Any solution to fix our immigration system must ensure that employers hire only those who are legally authorized to work in the United States, make our country safer by preventing drug-traffickers and terrorists from entering the United States, and improve the legal channels to enter our country.

IMMIGRATION http://gardner.house.gov/issue/immigration The solution to the problem isn’t for the Justice Department to file a taxpayer-funded lawsuit against the Governor of Arizona for responding to a law enforcement crisis. It isn’t giving amnesty to the 12-20 million illegal immigrants in this country, or giving those people benefits that will only encourage more illegal immigration.
The time has come to enforce the rule of law and end illegal immigration. To that end, I will support legislation that ensures employers only hire people who are here legally and that guest workers are here temporarily. The technology exists to accomplish this in a sensible way, and it is time that we implement that technology.
ENERGY http://gardner.house.gov/issue/energy As a member of Congress, I have passed two pieces of legislation out of the House that will tap American energy resources and reduce our dependence on foreign oil. The Jobs and Energy Permitting Act would streamline the permitting process for drilling in the Alaskan Outer Continental Shelf (OCS). Production in the OCS could provide a million barrels of oil a day – comparable to what we currently get from Saudi Arabia.
The other piece of legislation I have passed out of the House is the Strategic Energy Production Act, which would link a drawdown of America’s Strategic Petroleum Reserve (SPR) to increasing access to domestic land for oil production. In the event that the SPR is tapped, my bill would trigger the Secretaries of Energy, Agriculture, and the Interior to develop a plan to increase the percentage of federal lands leased for energy production by an amount equal to what is depleted from the nation’s stockpile of oil. Currently, only three percent of federal land is leased for oil and gas production.
HEALTHCARE http://gardner.house.gov/issue/health As a member of the House Committee on Energy and Commerce, I will be at the forefront of the effort to outline replacement legislation. At the top of this list has to be tort reform. I believe that capping medical malpractice damages is one important way to lower the cost for doctors and patients.

HEALTHCARE No one is certain just what is involved in the bill that created the so called “Obama-care”. There has already been backtracking on the requirement that small businesses with 50 or more employees have to provide health care. As of January, individuals will be required to purchase insurance or face penalties administered by the IRS (we all know how well they handle things). Because of the subsidies provided by healthy people with insurance, their rates will sky rocket as individuals join companies that would have declined them before.
I know that we have a need for better health care for those that have been priced out of the market or cannot get insurance because of health issues. This bill is not the answer.
ENERGY Our world needs to conserve energy wherever possible as we are all stewards of our resources. We should promote all sources of energy including water, methane, wind, and solar while not giving special subsidies to the “cause of the day” to the detriment of all other sources. America can be energy independent in a very short time span while creating jobs across the country.
May 20, 2013 Fracking – DENVER: It’s the biggest environmental debate in Colorado right now: fracking. But the effects on nearby residents are still unclear. You could call Colorado a boom state. “In the state right now, it’s 137,000 jobs,” said State Senator Randy Baumgardner, (R) Northwest Colorado. Oil production in Colorado is on the upswing. Colorado now ranks in the top 10 states for oil production, number 9 on the list producing about 152,000 barrels a day.

RESPONSIBLE NATURAL GAS DEVELOPMENT – As we recognize the need for energy independence and clean tech innovations to power our nation, natural gas is an important economic driver; but we must ensure the process for extracting natural gas is done safely and responsibly. As fracking operations expand, many have increasingly recognized that we need common-sense legislation to ensure the economic benefits of natural gas do not come at the expense of the health and safety of families and communities. The FRAC Act would remove the patchwork of different state regulations that the industry currently has to try and comply with, and would set up a consistent and effective system to safeguard fracking operations. As we witness America’s natural gas boom, a reasonable, common-sense framework of regulations at the federal level can help us protect our health and our environment, without standing in the way of the economic and energy benefits fracking can provide us all.

Climate Change: The threat of global climate change is undoubtedly the most challenging environmental issue of our time. The magnitude and complexity of this crisis surpass any problems we’ve confronted as a global community thus far. In Colorado, we already see the first-hand effects of a changing climate and its impact on our ecosystems. We watch the spread of the beetle epidemic hitting our lodgepole pine forests with devastating effects. As our globe warms, scientists predict that our precipitation will come less frequently through more intense storms, changing already fickle runoff patterns.

Bring People Out of the Shadows: In order to create real, long-lasting reform, we must create a pathway to legal status for the millions of undocumented immigrants who have made lives for themselves and their families in the United States. It is essential for our national security to know who resides within our borders.
Secure our Borders: While Congressman Polis disagrees with legislation that builds a wall at the U.S.-Mexico border, he feels that increasing the number of border patrol agents at both the Mexican and Canadian border will allow us to slow unlawful migration and more effectively apprehend those who threaten our national security through drug trafficking, arms trafficking and human smuggling.

Affordable Care Act In 2010, Congressman Polis voted for the Patient Protection and Affordable Care Act and continues to be a strong supporter of the law. The Affordable Care Act will allow 32 million more Americans to purchase health insurance while eliminating the Medicare prescription “donut hole,” preventing insurers from dropping health coverage because of preexisting conditions, allowing young adults to stay on their parents coverage until age 26, providing free preventative care, reducing fraud and abuse in Medicare, giving doctors incentives to use electronic medical records, and moving away from a fee-for-service payment system that encourages overuse and abuse of hospital services.

ENERGY AND THE ENVIRONMENT http://tipton.house.gov/issue/energy-environment-lands Increasing access to American energy sources will create jobs, grow our economy and reduce our nation’s dependence on energy from hostile foreign countries.
The President and the EPA continue to ignore the Regulatory Flexibility Act and consider the negative impacts of their job killing regulations on small businesses, consumers and jobs. I held a hearing in the subcommittee I chair to examine the President’s Climate Action Plan and hear from small businesses that would be significantly impacted and suffer significant economic harm.
Keystone XL Pipeline “We both strongly support this project to build a 1,959-mile pipeline to deliver oil from Canada’s oil sands in northern Alberta to refineries on the Gulf Coast of Texas. The project will create thousands of American jobs – an estimated 13,000 construction jobs and 7,000 indirect, manufacturing-related jobs during the construction phase alone, plus hundreds more in refining, marketing, maintenance, delivery and related businesses over the long term.
This is a truly “shovel ready” private-sector infrastructure project that will benefit both nations and not require one dime of federal or state funding, nor any preferential tax incentives to start it or keep it operational.
In addition to putting thousands of Americans back to work, the Keystone project will provide a secure source of the crude oil necessary to fuel any American economic recovery. It is estimated the pipeline will deliver 700,000 barrels a day of Canadian oil to American refineries and markets – oil that is, has been, and will be for the foreseeable future, the driver of American economic and industrial might.
HEALTHCARE http://tipton.house.gov/issue/healthcare I’m proud to say that I’ve voted with my House colleagues to repeal, replace and defund this bad law many times, and will continue do so as long as it takes to put into place a health care system in this country that will provide all Americans with affordable, accessible and quality care.

IMMIGRATION Without Border Control, Our Immigration Policy is, “Come One, Come ALL”
Sealing the border is possible and must be done for our union’s security. The question is, what should be done with the millions of illegal immigrants that are here now? Deporting 10-20 million mostly productive people would be economically disastrous and create real potential for significant violent upheaval. I believe the workable and legitimate answer is to create a path to citizenship. Such a system would depend on allowing those who have been productive members of our society to become citizens by demonstrating proficiency in English, understanding of natural law found in the Bill of Rights, and our Constitutional system of limited government power. Continuing the current system creates class division between the non-citizen and citizens; it further exacerbates differences and creates real potential for conflict. No path to citizenship should ever be pursued absent total control of our borders.
HEALTHCARE President Obama’s expansion of President Bush’s consolidation of power over the medical system (Medicaid Part D) through the dishonestly named “Affordable Care Act” has created higher costs and lower quality of care, not to mention loss of insurance coverage for millions of Americans. Imposing government control over the medical industry merely guarantees monopoly privilege for the most powerful interests. The medical profession’s monopoly control over drug distribution through prescriptions guarantees high costs for patients and high profits for those in control of the monopoly. In a government controlled health care system, chemicals, procedures, and techniques controlled by vested special interests are favored against lesser known and far less powerful industry participants. Government control over care disallows payment for treatments that are competitive with those of the politically connected. This crushes market innovation, market entrance by competitors, and reduction of costs.

As your congressman I’ll protect a woman’s right to choose but I’ll also work with those on all sides of this issue, to reduce unwanted pregnancies.
VOTING RIGHTS Over the past few years the GOP has been putting on a state-by-state blitzkrieg of attacks against voting rights. Their efforts are couched as ensuring a fair system of elections but are really designed to reduce the number of women and minorities who are voting. Women are being affected more than anybody. Voter ID laws in states like Texas and Pennsylvania are making many women ineligible to vote because they’ve married and their last name is not the same as their birth name.
The fight to recognize a woman’s right to vote lasted almost 100 years. 94 years later, the GOP is trying to circumvent the 19th Amendment to the Constitution. As your congressman I will fight to expand the Voting Rights Act in a way that restores equality for women in the voting booth and implements national standards for voter access and voter registration.

“Ending Obamacare and Putting Health Care Choices Back in Your Hands”
The President’s Health Care Law clearly isn’t what he promised and while we shouldn’t go back to the way things were, his health care law clearly isn’t working.
President Obama and the Democratic Congress created a massive new entitlement that America cannot afford and that continues to decline in popularity the more we learn that we can’t keep our health insurance or the doctors of our choice. Obamacare limits health care choices for Colorado residents, drastically increases taxes, and fails to address the true access and quality issues that plague our health care system. I will work to repeal Obamacare and replace it with a market-based proposal that reduces costs to individuals and increases competition, allowing consumers more freedom to choose their health care.
IMMIGRATION http://ytterbergforcongress.com/issues/budget/
“Honoring America’s Rich Tradition of Legal Immigration” – America is a nation of immigrants. Most of our ancestors were immigrants. But for many years the U.S. has not consistently enforced the existing immigration laws on the books. This lack of responsible enforcement is unfair to those immigrants who play by the rules and is destructive to our national security and economy. The failure of the federal government to fix our broken borders and pass comprehensive immigration reform doesn’t protect our country or those seeking to become Americans.
At least 11 million people have entered the U.S.A. by illegally crossing the borders or by legally entering the country and over-staying their visas. Illegal immigration has become an economic, political and social problem requiring a solution. Children illegally brought to this country by their parents are caught in a dilemma not of their making. Adults seeking the dream of America, escaping from poverty and tyranny or seeking to join family members already in the U.S., have become a shadow population. We need a step-by-step immigration solution that secures our borders to protect us from those who would do us harm, provides children of all immigrants the opportunity to obtain the American dream, and fairly deals with the over 11 million illegal immigrants in the country. We must also fix our immigration system so we can continue to attract the best, brightest and hardest working from around the world who help make our country an exceptional nation.
