Over the past several years I’ve spent a lot of time talking to people in our district about the issues that matter most. Below are the areas we all agree are important for America and for the people of the San Gabriel Valley. Here is where I will focus my time and energy in Congress:

IMMIGRATION We must address the illegal immigrant population by tracking and deporting violent criminals immediately, and by offering a narrowly defined path to earned legalization for otherwise law-abiding illegal immigrants. This process is NOT amnesty, and should consist of background checks, fines, evidence of financial responsibility, recommendation letters from sponsoring U.S. citizens, and conditional requirements such as military service or university education for young people who were brought to this country through no fault of their own.

INDIVIDUAL LIBERTY America was the first nation founded on the principle of natural individual rights. We all have equal rights which cannot be taken away.

It is this foundation of personal freedom and individual liberty that created the most prosperous and powerful nation in history.

It is no coincidence that people are happier, and more productive, when they keep the fruits of their own labor and remain the masters of their own destiny.

In the name of the “common good” we have seen a chipping away of the rights of the individual here in America. State’s rights have also eroded, while the power of the Federal government continues to grow unchecked.

Our nation would now be unrecognizable to the founding fathers. Our government takes a huge amount of our income. Individuals and businesses are subject to more regulations than anyone could ever keep track of. We are told which light bulbs we can buy, and which healthcare we are allowed to have. Our government spies on us, lies to us, and no longer seems to be accountable to the people.

My father battled cancer for six years and passed away when I was twelve years old. It took an emotional and financial toll on our family. My mother was in the position of supporting our family and managing my father’s treatments.
We have overlooked the obstacles that caregivers face in the midst of managing the care of a sick loved one. Whether it is financial issues, sometimes as simple as not having bus fare to get to a sick child, or it is medical bills piling up, our systems are not providing adequate support.
Now that we have affordable care, it must also be accessible care. We must ensure resources are easy to use and accessible. Our policies and technology systems when it comes to providing healthcare must keep pace with one another.
WOMEN
I became a candidate to run to serve as your representative the same week as International Women’s Day. It was a reminder for me that women have fought hard so that I could have the opportunity to run my own business and run for office. I had the example of a hard-working mother who took care of my father as he was dying and had to forge forward as a single mother raising me and working full-time.
But, while great strides have been made, we have a long way to go.
Women should have the right to make their own decisions regarding their reproductive health. A right to privacy when it comes to a woman’s health decisions is also critical.
Women are facing new threats, especially on the Internet. As a leader in an organization that works to combat online harassment, I hear stories of women on a daily basis who are being intimidated and harassed online. I want to ensure there are stricter civil and criminal penalties in place so these victims can get the justice they deserve. We must provide resources to women so they can educate and empower themselves.
I want to work to encourage women, especially our children, to pursue careers in technical fields and to create a more balanced workforce in some of our most innovative industries. I was extremely fortunate to grow up in a household where I was taught I could be whatever I wanted to be. We need to make sure all young women are empowered to make choices about their futures.
CLIMATE CHANGE AND ENERGY AND ENVIRONMENT
Climate change is one of the biggest challenges we face. It poses a dire threat to our economy, to national security and to the environment. Scientific consensus warns of intensifying weather events, food and water shortages and increasing global conflicts should we fail to take action. I will support policies aimed improving energy efficiency standards and increasing the use of renewable and clean energy sources. Not only would support for such policies reduce the risk of negative impacts of climate change, they would create well-paying jobs in the district and would reduce our economic vulnerability to foreign sources of energy.
Fuel Efficiency and Clean Transportation
California has long been a leader in automobile efficiency standards, and I support President Obama’s efforts to improve mileage standards in America’s automobile fleet. Smart policies that incentivize automobile manufacturers to make, and consumers to buy, fuel efficient cars will ultimately save consumers at the pump, reduce smog and other particulate emissions and reduce the risks of climate change.
I will also support local and regional efforts to improve mass transit and reduce traffic, which will be good for the economy and the environment.
Electrical Grid Security
In 2013, Representative Waxman and Senator Markey released a report highlighting the vulnerability of our nation’s electrical grid to cyberattacks and malicious hackers. Given the importance of electricity our economy and the interconnectedness of our electrical grid, we are extraordinarily vulnerable to attacks on the grid. As an expert on cybersecurity, I will bring valuable perspective to legislative efforts to address the vulnerabilities. We must push for stronger standards to keep our economy safe from cyber warfare.

IMMIGRATION Immigrants from all over the world have made tremendous contributions to our society and our economy since the birth of our nation. Our immigrant families are an invaluable part of our communities in the 36th District

Our immigration system is broken, however. I am working with Democrats and Republicans toward a comprehensive immigration system that is rooted in common sense. For far too long, Congress has failed to act on a comprehensive plan for reform. I believe that any comprehensive immigration reform plan must be bipartisan, secure our borders, uphold the immigration laws we already have, protect our workers and businesses, and include a pathway to citizenship for those who work hard and play by the rules. It is time to put aside the political games and work together in a bipartisan effort to address this critical challenge

HEALTHCARE The new federal health care law is proving to be unworkable. What was promised by many to be “free healthcare” will actually force people into insurance exchanges that impose high deductibles and fees costing families thousands of dollars each year without improving the quality of care. In California alone, there are projections of premium increases of as much as 146%. We need to reform health care in a way that increases access and quality of care while reducing costs. A government-controlled program isn’t the answer.

IMMIGRATION There is no country in the world more welcoming to immigrants than America. As we debate a national immigration reform proposal, we need to balance border protection with the plight of immigrants here illegally. We need to pass immigration reform that strengthens control of our borders so we know who is entering the country; we need immigration reform that creates a guest worker program that strengthens our economy; and we need to address a permanent population of people here illegally.

NATIONAL SECURITY The number one priority of the federal government is to keep us safe from foreign threats. The American military has been spread thin across the globe in the War on Terror and as we draw down those foreign entanglements, we need to right-size the military to fit the needs of modern warfare. We need to reprioritize our military spending and refocus our national security interests to real threats to our homeland.

Defending Women’s Health Care Access – I have always been a steadfast supporter of the Title X Family Planning program, which is designed to provide access to contraceptive services and women’s health education. I will continue to oppose cuts to Title X funding because they are vital to educating women and girls in California’s 38th Congressional District.

TAXES
Our nation has seen many employers and businesses pick up and leave to neighboring countries. It is because of taxes, assessments and fees that are created to supposedly fill the budget gaps. Creating taxes to fill budget gaps does not work. It didn’t work in the 30’s or 70’s and it doesn’t work now. We must eliminate the alternative minimum tax (AMT), eliminate the phase out of the Rental Property Losses and eliminate the double taxation of dividends. Bottom line reducing taxes stimulates the economy.
ENERGY
We can be the world’s number one producer of energy by opening up an unprecedented number of offshore areas for drilling, develop federal lands which have proven oil reserves and explore alternative energy sources that are self sustainable and do not require government subsidies to remain solvent. This will strengthen our independence from foreign energy and create American jobs that will keep our dollars here and away from those who wish to do us harm.

ENVIRONMENT I am a strong supporter of environmental stewardship, but the benefits of the Democrat’s Cap and Trade plan are too low and the costs to Americans too high.

Cap and trade is one way to attempt to manage pollution – most notably carbon dioxide. In its current form the Democrats want to force companies who emit pollution to buy permits to release more pollution than what they are allotted. Those who emit less can sell their unused allotment to others who emit more. Cap-and-trade has been tried in Europe, and has had no effect whatsoever on CO2 emissions, but it has had a harmful effect on the economy.

HEALTHCARE Problems in our health care system need addressing. But adding more government into a system already dominated by red tape and bloated bureaucracies is not the answer. We are faced with trillion dollar deficits for years to come. Now is not the time to pile on a $2 trillion entitlement.

Instead of empowering bureaucrats, we should empower doctors and patients through market-based changes to our existing system that will enhance consumer choice and encourage greater competition.

Former Speaker Pelosi and Senator Harry Reid’s government takeover of healthcare imposes a new tax on business, which will destroy current and new jobs during a time when millions of Americans are already unemployed. This is why, one of the first votes taken in the 112th Congress was the repeal of Obamacare.

IMMIGRATION As Chairman of the House Foreign Affairs Committee, I believe that when it comes to immigration policy, national security should be our main priority. This is why I am focused on a sound border enforcement plan.

I have held hearings to discuss the problem of our porous borders. During a hearing, “Checking Terrorism at the Border,” Members heard that terrorists had defrauded America’s border security and immigration system, including many since the 9/11 terrorist attacks. One of the witnesses, an individual experienced as a top security official in the immigration field, told Members in frank terms that top immigration officials aren’t taking seriously their responsibility to counter terrorism.

ENERGY AND ENVIRONMENT I remain committed to responsible environmental policy for our Los Angeles region and the nation and will continue to support Congressional initiatives to put the United States in the forefront as a global leader in climate change.

HEALTHCARE I supported passage of comprehensive health reform, the Patient Protection and Affordable Care Act, to improve access to quality affordable care and help us begin to reign in the explosive costs of health care in this nation. In the 34th Congressional District, where almost 40 percent of our community is uninsured, this law will extend coverage to 179,000 residents currently without insurance. The new law improves Medicare for 59,000 seniors in our congressional district by putting us on a path toward closing the Medicare Part D “donut hole” when beneficiaries are responsible for the full cost of their drugs.

The new law is already working: insurance plans are now prohibited from denying coverage to children with preexisting conditions and young adults can stay on their parents’ health plans until 26. In 2014 adults with preexisting conditions will be protected as well.

IMMIGRATION http://www.ontheissues.org/CA/Lucille_Roybal-Allard_Immigration.htm While I continue to press for a sweeping set of reforms, I have also introduced legislation to specifically address some of our immigration system’s most egregious shortcomings. For example, HR 1842, the DREAM Act I co-authored with Congressman Howard Berman would enable millions of undocumented young people to fulfill their God-given potential, give back to their communities and ultimately obtain U.S. citizenship. It would also serve our national interest by reducing the deficit, contributing to economic growth and enabling our armed services to meet their recruiting goals.

In addition, I have introduced legislation-HR 933, the Immigration Fairness and Oversight Act-to combat the widespread pattern of abuse in America’s immigrant detention system. This bill will strengthen and codify existing detention standards, ensuring that every detainee has access to legal advice and necessary medical care. It will also bring robust oversight and new accountability to a system that for too long has escaped close scrutiny.

According to the Environmental Protection Agency (EPA), the Earth’s average temperature has risen by 1.4 degrees Fahrenheit over the last century and is projected to rise between 2 to 11.5 degrees Fahrenheit over the next century. Though small, these changes in temperature can have a tremendous effect on our planet. We have already seen the impact. From changes in weather patterns, to an increase in droughts, floods, and superstorms, we know that the ice caps will continue to melt and water levels will continue to rise if we do nothing to combat climate change. I am committed to policies that promote the research and development of alternative energy technologies, strengthening environmental standards that lower our emissions, and invest in initiatives that conserve energy and expand the use public transportation.

HEALTHCARE http://takano.house.gov/issues/health-care I am a vocal advocate for quality, affordable health care for everyone in the Inland Empire. My top priorities are to support the implementation of the Affordable Care Act, protect and strengthen Medicare and Medicaid, and attract physicians to provide care in our region.

IMMIGRATION http://takano.house.gov/issues/immigration Pathway to Citizenship: I support a comprehensive immigration reform plan that includes a fair but tough pathway to citizenship for undocumented immigrants. It is not enough to expand visas for high skilled employees and agricultural workers while hoping that the rest of the 11 million immigrants living in this country self-deport. Those who have worked hard, have lived in this country without committing serious criminal offenses, and believe in the American Dream should be given the opportunity to follow a path to become citizens. However, supporting a pathway like this does not prioritize undocumented immigrants over those currently awaiting naturalization and clearing any backlog should be prioritized.

DREAM Act: I believe that young people who were brought to the United States at a young age and raised as American’s deserve the opportunity to stay in this country and receive an education. The DREAM Act would provide temporary legal status for these immigrants, provided they attend college or join the military. This legislation also removes the federal penalties for states that do not take into account immigration status in the provision of college financial aid. The DREAM Act was passed by the House of Representatives in 2010, but was held up by Senate. As the 113th Congress addresses immigration reform, I will be pushing for the DREAM Act’s inclusion in any comprehensive bill.

IMMIGRATION First, I am wholeheartedly against amnesty. I believe it is inherently unfair to give legal status to those whose first actions were to break our laws. Below are some of the initiatives I support to deter illegal immigration, increase interior enforcement and keep our border secure:

The Secure Fence Act (Public Law 109-367). Mandated the Department of Homeland Security to build 700 miles of fence on the southern border.
The Legal Workforce Act (H.R. 2164). Makes employment verification mandatory for all employers in the U.S.

ENERGY AND ENVIRONMENT The President’s objections to the Keystone XL Pipeline were based on environmental concerns. The oil that would have flowed through the pipeline from Canada will still be extracted under strict environmental standards. Furthermore, the use of pipelines to transport oil and natural gas are proven to be environmentally safe as evidenced by the use of pipelines by the United States and many other countries around the world. The states that would have been impacted by the Keystone XL Pipeline – Montana, South Dakota, Nebraska, Oklahoma and Texas – were all in support of the project. However, rather than Canadian oil coming to America, where its transport and refinement would be subject to strict environmental regulation, it will now mostly likely be shipped across the Pacific to China where it will be transported, refined and burned under much looser environmental protections.

President Obama’s own Council on Jobs and Competitiveness advocated the “development of pipeline, transmission and distribution projects… to facilitate the delivery of America’s fuel and electricity and maintain the reliability of our nation’s energy system.” At a time when 8.5% of Americans are unemployed, the creation of 20,000 jobs through the construction of the Keystone XL Pipeline is vital to our country (The Hill, “Jobs take center stage in Keystone fight,” 01/15/12). It is also imperative to our national and economic security that we reduce our dependence on foreign sources of oil from unstable and unfriendly nations overseas and promote the development of North American natural resources. It is unfortunate that politics, rather than facts, drove the President’s decision to reject the pipeline and the thousands of jobs associated with it.

The energy challenges facing our nation continue to pose a significant burden on American families as well as our domestic economic security. To meet our energy needs, our country must take action on multiple policy fronts. In the short term, we must reduce our dependence on foreign sources of energy by increasing domestic production of American resources. In the long term, we must make significant investments that will help our country lead the world in the development and production of energy efficient and renewable energy technologies.

PERSONAL FREEDOMS

1. We must stop any attempts by the NSA or the DEA or any other governmental agency to record all your phone calls including the metadata (who you called, when you called, how long the call was, where you where etc.), read all your email, or track all your web browsing

2. Our government must recognize your right to use any kind of light bulb you want, eat as much fat as you want, drink as much soda as you want, use a disposable grocery bag if you want, and to fully reap the rewards of your good choices and fully suffer the consequences of your bad choices.

3. We need to start unwinding the war on drugs, beginning with marijuana. Drug laws don’t prevent anyone who wants pot from getting it, but they do make it possible for the most vicious and anti-social among us to earn a very good living. Drug laws undermine the social fabric of our inner cities, and provide the funding for virtually all gangs, just as they did during prohibition. What you put in your body is your own business, and the consequences are your own responsibility.

These distinguished researchers said: “There is no convincing scientific evidence that human release of carbon dioxide, methane, or other greenhouse gasses is causing or will, in the foreseeable future, cause catastrophic heating of the Earth’s atmosphere and disruption of the Earth’s climate.”

Too often, when congress is asked to pass environmental legislation, the legislation is based on emotional junk science rather than data based on reproducable, rigorous, tested, peer-reviewed results. In no area has this been more obvious than climate change. Because the Kyoto Treaty and much of the suggested environmental legislation would decimate jobs in southern California, constituents may be interested to learn of the growing scientific consensus that global warming is not manmade, if it is in fact even occuring. The links below will provide a great deal of information that is of interest.

IMMIGRATION http://rohrabacher.house.gov/issue/immigration Recently, the Department of Homeland Security issued memos directing ICE agents to use “prosecutorial discretion” when apprehending illegals and determining who should be on track for deportation. These memos not only ignore the rule of law and congressional intent but the will of the American people by seemingly endorsing a backdoor amnesty by decree. There are currently 300,000 pending deportation cases under review where there’s a strong possibility, under the current policy, non violent illegal aliens will be allowed to remain in the United States and likely granted employment authorization. The U.S. government cannot continue to send such mixed messages that it is acceptable to break our immigration laws without consequence and expect the illegal immigration invasion of our country to cease.

Rep. Rohrabacher vigorously opposes any attempt to legalize the status of millions of illegals and continues to support common sense immigration policies that serve the American people first.

HEALTHCARE Specifically speaking, I believe our tax code should be shifted so as not to place an emphasis on employer-based healthcare, but instead, on individual control of health care. The tax code currently encourages businesses to pay for their employee’s healthcare by exempting businesses from having to pay payroll taxes on these benefits. Because of this, health insurance is all too often attached directly to the individual’s employment, instead of the individual. In many cases, individuals who lose their job will not only have a sudden decrease in income, but will completely lose all of their health benefits.

By shifting the tax incentives to individuals instead of businesses, we can create an environment in which health insurance is portable (health insurance follows the individual, instead of staying with the business of employment), while still covering pre-existing conditions. Health insurance tied to businesses also limits the choice of consumers to plans that have been chosen by their employer. I would like to see an environment where individuals would be at liberty to choose the health insurance plan that best suits their needs.

There has also been much discussion about having public plans as a fundamental part of healthcare reform. My concern is that if we have a public option, it will be inevitable that illegal immigrants will receive benefits from the system. If we are to be able to afford the type of health coverage we want for our own people, we must be able to say “no” to those who have not contributed to the system. Every dollar spent on healthcare for illegal immigrants is a dollar less available for your family and mine.

In fact, implementation of the law is so burdensome, numerous regulations have been delayed.

That’s why I supported numerous measures to defund the law-over $52 billion in excessive federal spending, including the Repeal of Obamacare Act, a bipartisan bill that passed in the House on July 11, 2012.

IMMIGRATION http://hunter.house.gov/issue/immigration Any immigration reform strategy must begin with securing the border, so that we can control who enters and leaves the country. Our nearly 2000 mile long border with Mexico only has 352 miles of pedestrian fencing and 299 miles of vehicle barriers, including 36 miles of double-layered fencing. To strengthen the border I authored the Unlawful Border Entry Prevention Act, to authorize the construction of no less than 350 miles of additional reinforced fencing at the Southwest border.

It’s estimated that there are approximately 11 million undocumented aliens living and working in the U.S., and it’s essential that policies are put in place to ensure jobs are held by U.S. citizens and legal residents. To that end, I believe that we must have a strong employment verification system in order to ensure a legal workforce. That is why I cosponsored legislation to ensure that employers can use E-Verify, the free, web-based way to check the employment eligibility of new hires.

We must also have strong immigration enforcement. I supported Homeland Security appropriations bills, which have funded the highest number of detention beds (34,000) and Customs and Border Patrol agents (21,186). I also signed a letter to request that funding not be eliminated for the 287(g) program as President Obama requested. This program allows federal immigration officers to work with and train local law enforcement to carry out federal immigration law. Finally, I co-authored a letter to DHS to protest the administration’s decision to release thousands of illegal immigrants as a consequence of budget cuts.

Champion Comprehensive Immigration Reform

Give DREAMers legal status right away. In 2012 President Obama implemented a deferred action program, which offered a two-year reprieve from the threat of deportation to young adults. That’s a band-aid measure on an issue that is affecting millions of hardworking and law biding residents of this country. Congress needs to give young adults the ability to quickly receive provisional legal status, allowing them to live and work freely in this country, and streamline the process of applying for a green card, permanent legal residency, and finally citizenship.

Implement a pathway to citizenship for adults. There are 11 million undocumented immigrants living in our country who work in a variety of industries that boost our economy. They pay sales taxes – many also pay income taxes, and other federal, state, and local taxes. Estimates show that undocumented immigrants pay about $7 billion into Social Security.

Grow the Economy By Cutting Taxes and Regulations That Kill Jobs By the Millions
Obama’s big-government economic program has been an abject failure, resulting in the worst economy in seventy five years and doubling our national debt. Obama has suffocated the economy, not stimulated it.
Unemployment and economic recovery are far better addressed by small-government policies that promote full employment through strong economic growth in the private sector by cutting the taxes and regulations that are holding it back.
Taxes and regulations kill jobs by the millions, far more jobs than the spending programs ever create. Every dollar spent by the government to stimulate jobs is a dollar that had to be taken out of the economy, a dollar that was supporting someone’s job and their family. In fact, due to government waste, it usually takes many dollars of taxes to produce one dollar of job creation.

Women’s Reproductive Rights: Unfettered Choice
Women should have the unfettered right to control their reproductive functions, including the right to terminate their pregnancies if they and their doctors agree to do so, up to the point of fetal viability, and thereafter if continued pregnancy poses a substantial threat to the women’s life. All measures that are not medically necessary for the health and safety of the woman should be eliminated.
Some argue that since, in their view, life begins at conception, the unborn have a right to life. Even if, for the sake of argument, it were accepted that life begins at conception, such a right to life takes no account of whether a woman can be compelled by the government to serve involuntarily as the incubator for that life until it can exist independently. For the government to compel one person to serve as the life support system for another is a very troubling prospect for those who value liberty. It is also the sort of involuntary servitude prohibited under the Thirteenth Amendment.
UNCHECKED PRESIDENTIAL POWER
Congress Must Enforce Constitutional Limits On Presidential Power and Respect Constitutional Limits On Its Own Powers of Spending, Regulating, and War-Making
The American Revolution was fought to rid the colonies of the tyranny of George III. Understandably wary of tyranny, lawmaking was limited to the Congress and the President was limited to merely carrying out those laws.
Unfortunately, in modern times, the power of the presidency has steadily increased, often with the acquiescence of the Congress. The constitutional limits on the powers of the presidency are now threatened by President Obama, who claims the power to decide for himself which laws he will abide by, or he re-writes the law to his satisfaction, or he just ignores the laws he dislikes. This plainly violates the President’s duty, under the Constitution, to “take Care that the Laws be faithfully executed.”

Obamacare is the best, but hardly the only, current example of unchecked presidential powers. He waives or delays the law’s requirements at will.

Repeal Obamacare- Tort reform is first and foremost. The cost of malpractice insurance is astronomical. “Malpractice” must be redefined and limits set on lawsuits. If that is done, the battery of expensive and unnecessary tests and exams that are now done to shield a doctor or hospital from a malpractice suit will vanish. Only those things necessary will be done. The doctor’s insurance rates will tumble and the savings passed on to the patients.

IMMIGRATION

A secure boarder is needed, even if it means putting troops on the border until a beefed-up Boarder patrol is in place. What a great place to employ troops returning home and mustering out of the military. An unsecure border is a major security threat. It is an infected wound in which fester crime, drugs, death, threat and illegal occupation of our country and jobs. Once the border is secure, we can address those who are already here illegally. Not before.

Additionally, I endorsed Assembly Bill 221 also known as the California Public Divest from Iran Act, which prohibits investing public employee retirement funds in companies that have energy or defense related operations in Iran.

When I am elected to Congress, I intend to be one of Israel’s strongest and most vocal allies. But what are words without actions? What one has done in the past is a good indicator of what he will do in the future.

I strongly believe that every American deserves access to affordable, high quality health care. The Affordable Care Act passed in 2010 made some much needed improvements to our health care system, such as eliminating the ability of insurance companies to deny coverage for pre-existing conditions and allowing children to stay on their parent’s insurance until age 26. But the law also has problems in areas such as reducing growth in future Medicare spending. While health insurance premiums soar, so do insurance company profits at the expense of hard working, middle class Americans. In Congress, I will continue to work to reduce the cost and improve the quality of health care, hold insurance companies accountable, and put individuals and their doctors back in control of their health care.

IMMIGRATION

Our country is a country of immigrants and there is no doubt that our immigration system is broken and needs a common sense approach to comprehensive reform. Immigration reform should reflect our values as a nation, which include consideration of the importance of families and communities, and does not unnecessarily damage our economic vitality and competiveness. I would advocate for the creation of an earned pathway to citizenship, coupled with increased border security measures and mechanisms to both hold employers who knowingly violate the law accountable and make sure that workers and businesses pay their fair share of taxes.

I will be an advocate to maintain a strong national defense, to protect our country from all enemies, both foreign and domestic. The biggest aspect of illegal immigration which Congress has failed to address is what to do with the estimated 11 million illegal immigrants living inside the United States. As residents of southern California, we all have suffered the negative impacts that illegal immigration has made on our lives. We pay more for health insurance and automobile insurance, because we need to share the cost of the uninsured. Our crowded school classrooms, hospital emergency rooms, jails and prisons are a reflection of many years of a failed immigration policy.

If elected, I will form a coalition consisting of the members of Congress from California, Arizona, New Mexico and Texas. These four states alone represent more than 20% of the American population and certainly bear a greater share of illegal immigrants. The group will identify the circumstances under which an illegal immigrant will be issued a temporary permit to stay inside the United States, while he or she gets in line and applies for permanent legal status. The temporary permit may involve paying a fine or providing community service. Those who do not meet the required circumstances or fail to register after a certain time period will be subject to arrest and deportation.

Unfortunately, it did not pass the Senate in the 111th Congress. Schiff continues to fight to keep the renewable energy industry growing in America, and particularly in California, by supporting tax credits and loan guarantees for renewable energy research and development at the Department of Energy that will provide new avenues to affordable and homegrown green energy. I believe we urgently need health care reform and everyone should have access to quality healthcare. However, I’m opposed to the recent health care bill that was recently signed into law. I agree with many of the anticipated results of the legislation. But can we afford them as currently written? This law will raise taxes, increase government spending and lower the quality of care, especially for elders on Medicare. I support policies that will strengthen the existing private market system, drive down cost and make it easier for people to purchase affordable insurance.
IMMIGRATION

Our strength as a nation has been built on the immigrant experience in America. I welcome legal immigration to this country. However, we are a nation of laws. As such, government should not adopt policies that encourage illegal immigration, a violation of our laws. Providing driver’s licenses, citizenship to babies of illegal immigrants, sanctuary cities and in-state tuition to illegal immigrant families will continue to act as a magnet in drawing more people here in violation of the law and will impose unfair cost on taxpayers. I oppose amnesty, and believe we should strengthen our border enforcement and institute an employment verification system with stiffer penalties for companies that continue to hire illegal immigrants.

ENERGY AND ENVIRONMENT

I support common-sense environment policy that will help reduce pollution and preserve our precious open spaces. If we do not act now, future generations will have to clean up the mess we are creating. In order to reduce our dependence on foreign oil, we need to abolish the Department of Energy, and drill in this country where we can. We need to support reasonable and appropriate development of alternative energy sources such as: wind, solar, nuclear, geothermal and improve hydroelectric facilities. I oppose a national cap and trade program because of the higher cost that families and businesses would incur. It will also drive more companies out of this country, leaving more Americans unemployed.

Iran

I support the bi-partisan Iran’s sanctions bill and believe that until Ahmadinejad gives up his nuclear ambitions he should be isolated from the rest of the world. With his continued reckless pursuit of nuclear weapons, Iran represents the biggest threat to Israel, the Middle East and World peace. Ahmadinejad has denied the Holocaust and has threatened to wipe Israel off the map. Continuing to negotiate with him only raises his legitimacy in the world when he only deserves to be recognized as an outcast by the world. I strongly support any action that Israel chooses to take to protect herself.

Israel

I believe that America should always continue to support previous administrations policy towards Israel to assure consistency in our friendship. Israel has made enormous sacrifices in an attempt to secure peace – including unilateral withdrawal from Gaza. Israel is our closest ally in the Middle East. She continues to live everyday under the threat of terror, yet she shares with America a dedication to democratic ideals, a respect for faith, and a commitment to peace in the region. Until a lasting peace is achieved, I support the security barrier erected by Israel, which has been proven successful in protecting Israeli civilians from terrorist attacks.

Obamacare There is a large difference between doing something and doing the right thing. Obamacare works towards a goal that Heidi supports, but there are aspects of it that were very troubling. We’re a nation of laws. And it’s important that we enforce those laws. Immigration reform must strengthen our borders and be fair to U.S. taxpayers.

Reforms should allow immigrants to earn the right to join us as fully participating taxpayers. We should establish a streamlined program for temporary workers, and address unauthorized immigrants who are currently in our country by creating an earned path to citizenship that requires steps like passing a background check, paying a reasonable fine and back taxes, and going to the back of the line behind those who are playing by the rules while continuing to live and work in the U.S.
DEFENSE
I support bringing our troops home from Afghanistan as quickly and safely as possible and changing our policy to a counterterrorism strategy that focuses on the threat posed by al Qaeda and its affiliates around the world, including here in the United States. Last Congress, I cosponsored a bill which would require the president to submit a plan to Congress for the safe, orderly, and expeditious redeployment of United States Armed Forces from Afghanistan.
Iran continues to ignore the international community on the issue of nuclear proliferation and has pledged to build new nuclear facilities, which may indicate the desire to enrich uranium for potential weapons development.
In an effort to thwart Iran’s nuclear ambitions and strengthen security in the region, I have supported several efforts to enforce international sanctions against the Iranian government. Specifically, in the 112th Congress, I cosponsored and voted in favor of H.R. 1905, The Iran Threat Reduction and Syria Human Rights Act, which strengthened sanctions against Iran to prevent them from further developing any nuclear weapons programs. In the 113th Congress, I also coauthored H.R. 850, the Nuclear Iran Prevention Act, which will place the most restrictive sanctions on Iran to date, targeting individuals and companies that do business with Iranian financial institutions.

Terrorism: Secure America and destroy terrorist organizations. America leads the world in dismantling terrorist cells and training facilities, and stopping terrorism before it starts. Multilateral cooperation with our allies is a vital tool in disabling global terror infrastructure and financing networks. We will use the full force of our military and intelligence capabilities to defeat the terrorist threat.
Nuclear Non-Proliferation: The single greatest security threat to the United States is nuclear terrorism. The United States needs to use its intelligence and military capabilities to make sure al Qaeda does not get its hands on nuclear weapons. Our country must support efforts to control the spread of nuclear weapons and technology to ensure that “loose nukes” don’t fall into the wrong hands. In the long run, American security is best served in a world free of nuclear weapons, a bipartisan goal supported by both Presidents Reagan and Obama. In the meantime, as long as nuclear weapons remain a reality, the United States will maintain a powerful nuclear deterrent to protect our allies and to discourage other countries from starting a nuclear arms race. While we need to keep all options on the table, the best strategy to deter and contain these threats is a full-scale diplomatic offensive, led by our President, and working in conjunction with our partners around the world.

The reemergence of Cosmos could not have come at a better time, not because it has something to teach us about science, but because are living in Sagan’s world where real science is harder than ever to come by.

Carl Sagan was the country’s leading practitioner of the mythologization of science, transforming a
process into a philosophy, substituting political agendas for inquiry and arrogance for research. Sagan was often wrong, but it didn’t matter because his errors were scientific, rather than ideological or theological. He could be wrong as many times as he wanted, as long as he wasn’t wrong politically..

Science has been thoroughly Saganized. The vast majority of research papers are wrong, their results cannot be replicated. The researchers writing them often don’t even understand what they’re doing wrong and don’t care. Research is increasingly indistinguishable from politics. Studies are framed in ways that prove a political premise, whether it’s that the world will end without a carbon tax or that racism causes obesity. If they prove the premise, the research is useful to the progressive non-profits and politicians who always claim to have science in their corner. If it doesn’t, then it isn’t funded.

“Science” has been reduced to an absolute form of authority that is always correct. The Saganists envision science as a battle between superstition and truth, but what distinguished science from superstition was the ability to throw out wrong conclusions based on testing. Without the scientific method, science is just another philosophy where anything can be proven if you manipulate the terminology so that the target is drawn around the arrow. Add statistical games and nothing means anything.

This form of science measures itself not against the universe, but against the intellectual bubble inhabited by those who share the same worldview or those who live under their control. It’s not a bold exploration of the cosmos, but a timid repetition of cliches. The debates are as microscopic as this miniature pocket universe. Discoveries are accidental and often misinterpreted to fit within dogma. Progress is not defined not by the transcendence of what is known, but by its blinkered reaffirmation.

This isn’t science or even scientism because it has little basis in the scientific method. Like all progressive authority, it now derives its credentials from membership in an expert class and advocacy on behalf of a victim class. Global Warming research covers both quotas. On the one hand everyone ought to shut up and listen to the scientists, as long as their message conforms politically, and on the other hand everyone ought to shut up and listen to the victims of Global Warming. Connect the two and you have the basis of progressive authority.

Vladimir Putin thinks he has a winning formula to restore the global clout of the old Soviet Union. Contemporary Russia is a chaotic, shrinking, and petrodollar-fed kleptocracy. It certainly lacks the population, the vast resources, and territory of its former communist incarnation. For Putin, restoring a lot of the latter without necessarily the former failed communist state makes sense — especially if he can do it on the cheap with passive-aggressive diplomacy and not getting into a shooting war with the far more powerful U.S. If there is a downside for Putin annexing the Crimea in the short term, no one has yet to explain it.

To pull his aggression off, he has adopted most of the repertoire of the proverbial dictator. Threats of a preventative war are leveled, mostly to “protect” Russian-speaking minorities in former Soviet republics. Plebiscites follow, with the usual 90%-plus results. Thugs and goons are sent in to remind the population that the Russian army may follow.

Then Munich-like, compromise is offered to appease the “international community” — before the finale of carving out and annexing territory outright, with the trailer promise of having no more territorial demands in Europe. Putin has given speeches almost identical to Hitler’s 1938 Berlin address promising no more thefts in Europe and a new Germany without the shame of 1918.

Note the bullying nature of Putin. He prefers scanning westward to slice off parts of Georgia, Ukraine, and perhaps next the Baltic states rather than eastward to pick a border fight with, say, his neighbor China. He bets big-time that affluent and leisured Americans in the post-Iraq and -Afghanistan Age [1] fear tough diplomacy as much as they do war, and thus skip the former in fear it might lead to the latter.

Putin provides the necessary premodern optics to match his muscle flexing. He is our modern Mussolini [2], with the bare chest, the hunting and fishing poses, the judo posturing, and all sorts of various helmets perched in planes and tanks. Putin believes his people would rather feel proud about increased international swagger than have access to universal health care or Head Start — in the manner that a cow-horned, long-ship raider kept power by reminding his otherwise impoverished Vikings that, beside greater stashes of loot, more people feared and honored them than ever before.

Putin, as the entire administration keeps reminding us [3], is premodern. He should be, but is not, shamed when John Kerry, Joe Biden, Susan Rice, and Barack Obama variously proclaim that he is a 19th century dinosaur, or has lost the good will of the enlightened West. Again, we are told Putin worries about this; but I think he is about as concerned as were Norsemen like Eric Bloodaxe [4], who lost all the respect of the monks along the English coast that he so freely raided.

While Putin was making a premodern fool out of himself, blustering and bullying, and lying on the global stage, Barack Obama confirmed most of the Russian stereotypes that he was a postmodern metrosexual [5]. Putin gets up every morning to annoy Barack Obama, piqued not just that he is weak, but that he is sanctimonious and weak. Obama tries to ignore Putin, who grates on him like some Russian version of the folks who tailgate with their Winnebagos at a NASCAR race.

Putin lives to break Western rules. But Obama’s Western rules — deadlines, red lines, step-over lines [6], leading but from behind — are hard to either break or follow because they are not really rules as much as rhetorical constructs that come and go.

Meir Har-Zion, an iconic Israeli military figure, died at 80 on March 14. He never pursued a political career and you probably haven’t heard of him. Indeed, his military exploits were mostly confined to a three-year period in the 1950s. Yet his fame in Israel never wore off, and a 2005 poll ranked him 15th out of the 200 greatest Israelis of all time.

Moshe Dayan—another iconic Israeli figure who was a chief of staff, defense minister, and foreign minister—called Har-Zion “the finest of our commando soldiers, the greatest Jewish warrior since Bar Kochba,” referring to the leader of the 2nd-century-CE revolt against Rome. It was Dayan who had Har-Zion appointed an officer even though he had never undergone officers’ training.

In eulogizing Har-Zion, current defense minister Moshe Yaalon called him “one of the greatest warriors in the history of the IDF—an audacious, distinctive commander whose influence in molding generations of fighters and units was pivotal.”

He was born Meir Horowitz in 1934 in the coastal town of Netanya, fourteen years before the prestate Jewish community declared its independence as the state of Israel. His parents divorced—rare in those days—and he moved with his father to a kibbutz in northern Israel.

Our understanding of the Constitution lost its way when we embraced the idea that rights are created by a benevolent state.

Over the past three decades, Richard A. Epstein has repeatedly argued—with analytical rigor and astonishing erudition—that governments govern best when they limit their actions to protecting liberty and property. He is perhaps best known for “Takings,” his 1995 book on the losses that regulations impose on property owners. Of late, he has exposed the flaws of a government-administered health system.

In “The Classical Liberal Constitution,” Mr. Epstein takes up the political logic of our fundamental law. The Constitution, he says, reflects above all John Locke’s insistence on protecting natural rights—rights that we possess simply by virtue of our humanity. Their protection takes concrete form in the Constitution by restricting the federal government to specific, freedom-advancing and property-protecting tasks, such as establishing a procedurally fair justice system, minting money as a stable repository of value, preserving a national trade zone among the states, and, not least, guarding the rights listed in the Bill of Rights.

Mr. Epstein believes that constitutional law lost its way when it began to embrace a Progressive vision, according to which rights are created by a supposedly benevolent state. Starting especially with the New Deal legislation of the 1930s, the federal government has passed laws that redistribute wealth, water-down procedural protections for property, and dictate the relations between employers and employees. The premise of such laws is that government should establish a pattern of social justice. By such logic, the government may declare rights that are in no way natural (like the right to an old-age pension) and remove others that are fundamental (like freedom of association).

A defining feature of President Obama’s second term is his willfulness in defying limits on executive power to suit his political goals, and no more so than with the Affordable Care Act. The judiciary is the last check on those abuses, and this week it will have another opportunity to vindicate the rule of law.

On Tuesday the D.C. Circuit Court of Appeals will hear one of the more important legal challenges to ObamaCare’s lawless implementation. Unlike the challenge to the individual insurance mandate, Halbig v. Sebelius involves no great questions of constitutional interpretation. The plaintiffs are merely asking the judges to tell the Administration to faithfully execute the plain language of the statute that Congress passed and President Obama signed.
The Affordable Care Act—at least the version that passed in 2010—instructed the states to establish insurance exchanges, and if they didn’t the Health and Human Services Department was authorized to build federal exchanges. The law says that subsidies will be available only to people who enroll “through an Exchange established by the State.” The question in Halbig is whether these taxpayer subsidies can be distributed through the federal exchanges, as the Administration insists.
