What’s the Best Way for Trump to Persuade China to Up the Pressure on North Korea? A ChinaFile Conversation –

China’s President Xi Jinping called U.S. President Donald Trump on Monday morning urging American restraint in reaction to North Korea. Tensions between the United States and North Korea have risen to new levels ever since Pyongyang’s April 16 failed missile test. Top U.S. officials have repeatedly warned Pyongyang against more provocations—a warning Pyongyang does not seem likely to heed. “We’ll be conducting more missile tests on a weekly, monthly and yearly basis,” a high-ranking North Korean official recently told the BBC. After that, Trump’s number two, U.S. Vice President Mike Pence, said that “The president and I have great confidence that China will properly deal with North Korea,” adding a reminder that Trump had earlier said. “if China is unable to deal with North Korea, the United States and our allies will.” Meanwhile, China’s trade with North Korea in the first quarter of 2017 has actually increased, by a whopping 37.4 percent from the same period last year. Will Beijing start enforcing sanctions? How can the U.S. persuade China to push Pyongyang to denuclearize—a stated goal of both great powers? —The Editors

The Chinese clearly believe that events regarding North Korea are escalating to a dangerous level. And they have sent some signals that they are today even less happy with Pyongyang than before and notably concerned about Trump’s bottom line and willingness to use force. As a result of these two factors, and Xi’s recent positive conversations with Trump, the Chinese are arguably already willing to support more onerous sanctions, to a point. It is highly unlikely that they are going to shut off all economic intercourse with North Korea (and certainly not indefinitely) in the hopes of forcing denuclearization talks. It could just as easily lead to conflict. They do not want to take such a high risk. This ever-cautious stance was also indicated by Xi’s phone call to Trump on Sunday evening Washington time in which he reportedly yet again urged the president to exercise restraint and seek to engage the North Koreans.

Trump could of course try to escalate pressure or incentives on Beijing by threatening some type of kinetic strike (e.g., against any North Korean missile launches), or offering various trade incentives, or even a reduction in arms sales to Taiwan (thus violating the Six Assurances), but these are unlikely to prove possible politically or to prove successful. And a full-blown attack on North Korean missile and nuclear sites would only generate war and result in a catastrophic failure of U.S. policy beyond anything yet seen.

The real question is: What is Trump’s game plan if something less than a full-court press on sanctions (either with or without China) fails in the near term, neither stopping missile or nuclear testing nor bringing Pyongyang back to the table for denuclearization talks? What then?

The Chinese are not the key to solving this problem. But the U.S. does need their active cooperation in any way forward, to stand any reasonable chance of “success.” They could play a positive role in pressuring and/or encouraging Pyongyang to avoid actually deploying a nuclear-armed missile of any range, which should be the near- to medium-term goal, followed by a freeze. Temporary Chinese suspensions of oil and other trade could be used to achieve such goals. The Chinese might agree to that, on a limited basis.

Long term, what is needed is a dialogue with Beijing, Seoul, and Japan about the future of the peninsula and a revived Structural Framework-type arrangement, presenting Pyongyang with a very stark choice between isolation and irrelevancy or security and development.

There is a stark dichotomy between how Trump administration officials privately describe the recently completed North Korea policy review and the impression one gets from the blustery, swaggering public threats of preemptive attack. The policy that has been blessed by the interagency process includes emphasis on restrengthening the U.S. military to reverse degradations in capability resulting from defense budget cuts and an augmentation of ballistic missile defense.

What is likely to be the most striking difference from the Obama Administration will be a willingness to actually use existing legal authorities to more vigorously impose sanctions on North Korea and Chinese violators. While Obama talked a good game on sanctions, he only timidly and incrementally enforced U.S. laws. U.S. bureaucrats privately comment that they have long had lists of sanctionable entities but were prevented by senior Obama officials from targeting them.

Trump’s declarations before and after his summit with Chinese President Xi Jingping reflect the adage about March weather, “coming in like a lion and going out like a lamb.” In the run-up to the summit, President Trump vowed to press China to “solve” North Korea, vowing to use Chinese trade with the U.S. as leverage to force greater Chinese action against North Korea.

Yet, after the summit, Trump quickly flip-flopped, abandoning his strong rhetoric and instead proclaiming President Xi Jinping was “going to try very hard” on North Korea and that “I think he wants to help us with North Korea.” Trump acknowledged that his softer position on China was due to its perceived help on North Korea, asking, “Why would I call China a currency manipulator when they are working with us on the North Korean problem?” Trump continued to heap praise on China, declaring that “Nobody’s ever seen such a positive response on our behalf from China.”

It is disturbing that the president so quickly abandoned his strong rhetoric and pledges to increase pressure on Beijing to fully implement required U.N. sanctions and no longer turn a blind eye to prohibited activities taking place on its soil. The Trump administration’s intent to enforce U.S. laws, including imposing secondary sanctions on Chinese violators, is now on hold pending Beijing fulfilling pledges made privately during the summit.

Trump would benefit from reviewing China’s previous pledges to “do more” on North Korea. After each of North Korea’s previous nuclear and missile tests, some U.S. experts have assessed that Beijing had hardened its position toward North Korea, ended its unconditional support to Pyongyang, and predicted that some forthcoming provocation (now long since passed) would trigger even more decisive action by China.

Fraud is a common crime that occurs in a wide variety of areas. So-called “con artists” seek to gain the confidence of their intended victims. In point of fact, the term “con” is a contraction of the word “confidence,” wherein the criminal tricks their victims into trusting him so they can be taken advantage of.

Most “white collar crime” involves fraud.

Think of how many victims, for example, were defrauded out of their life savings by the infamous Bernie Madoff, who conned his victims into trusting him.

Bernie Madoff’s pyramid scheme is similar to a “Ponzi Scheme” — named for Charles Ponzi, who in the 1920s, used the monies paid to the initial investor-victims by those who came on board subsequently. Ultimately such schemes fail but enable the perpetrator to pocket huge sums of money before the collapse.

Insurance fraud generally involves individuals filing false claims to bilk the insurance company out of money.

Welfare fraud involves individuals concealing assets and sources of income to be eligible to receive assistance that they would not be entitled to if all of the material facts were known by the authorities who administer the welfare program.

Not unlike other forms of fraud, immigration fraud is a serious crime committed by aliens, and those who may conspire with them, to enable aliens to game the immigration system to circumvent the immigration laws in order gain entry into the United States and/or gain lawful status or other immigration benefits to which they are not lawfully entitled.

Examples of these benefits include being granted political asylum, lawful immigrant status, or even U.S. citizenship via the naturalization process.

The nexus between immigration fraud, terrorism, and national security is of considerable concern, and, in point of fact, when aliens engage in immigration fraud to facilitate terrorism, they generally face a maximum of 25 years in federal prison.

There are generally two forms of fraud that concern law enforcement: document fraud and immigration fraud schemes.

Fraudulent documents involve the production of counterfeit or altered documents such as birth certificates, passports, Social Security cards, driver’s licenses, or other such identity documents, or supporting documentation such as diplomas or marriage licenses. Immigration fraud schemes involve such deceptions as marriage fraud and false statements in immigration applications.

There are several federal statutes that establish the elements of crimes involving immigration fraud. Title 18 U.S. Code § 1546 — Fraud and misuse of visas, permits, and other documents are key sections of federal law that address such fraud.

The Obama Administration’s Iran-Deal Duplicity By The Editors

In January 2016, the Obama administration released seven Iranian-born prisoners in what President Barack Obama called a “one-time” “humanitarian gesture” intended to sweeten the nuclear deal hammered out between Washington, D.C., and Tehran. The prisoners — who Josh Earnest insisted were guilty only of “sanctions violations or violations of the trade embargo” — were exchanged for five Americans, unjustly held by Iran since as early as 2011. In fact, some of the Iranian prisoners were national-security threats, and it wasn’t a straight prisoner swap: The Wall Street Journal revealed that on the day of the exchange the U.S. flew $400 million in cash on an unmarked cargo plane to Iran.

When it came to its negotiations with Iran, duplicity was the hallmark of the previous administration’s public statements. (Sanctimonious preening was a close second.) But supporters assured skeptics that the administration was acting in the country’s best national-security interests. Now comes a new bombshell investigation that shows the lengths to which the previous administration went to secure Iranian cooperation, even when it meant putting American security at risk.

According to an investigation by Politico, in addition to the prisoner release, the Justice Department quietly “dropped charges and international arrest warrants against 14 other men, all of them fugitives.” Several of them were wanted for alleged roles in helping to funnel materiel to Iran-backed terror outfits, such as Hezbollah, or for participating in the global network to procure components for Iran’s nuclear program. One was believed to have helped supply Shiite militias in Iraq with a particularly deadly type of IED — one that killed “hundreds” of American troops. Furthermore:

Justice and State Department officials denied or delayed requests from prosecutors and agents to lure some key Iranian fugitives to friendly countries so they could be arrested. Similarly, Justice and State, at times in consultation with the White House, slowed down efforts to extradite some suspects already in custody overseas, according to current and former officials and others involved in the counterproliferation effort. And as far back as the fall of 2014, Obama administration officials began slow-walking some significant investigations and prosecutions of Iranian procurement networks operating in the U.S.

As Politico says, “through action in some cases and inaction in others, the White House derailed its own much-touted National Counterproliferation Initiative at a time when it was making unprecedented headway in thwarting Iran’s proliferation networks.”

On Saturday, leftists around the nation took to the streets to sound off about their new religion: Science™! No, not testable hypotheses and well-constructed experiments. Science™! You know, like gay rights and abortion and global redistributionism and dying polar bears ’n’ stuff.

Leading the charge was eminent scientific revolutionary Bill Nye the Science Guy, a mechanical-engineering-degree holder who got famous as a children’s television presenter. Nye was a keynoter at the March for Science, where he stated, “We are marching today to remind people everywhere, our lawmakers especially, of the significance of science for our health and prosperity.” What sort of science was Nye standing up to defend? Budget increases for the Environmental Protection Agency and the National Institutes of Health, of course! He explained how all of this was scientific and not political: “Somewhere along the way, there has developed this idea that if you believe something hard enough, it’s as true as things discovered through the process of science. And I will say that’s objectively wrong.”

Belief isn’t science.

This is a good point.

Unfortunately, Nye followed up his widely praised appearance at the March for Science by unleashing a video that destroyed the Internet, from his new show Bill Nye Saves the World. He trotted out Crazy Ex-Girlfriend actress Rachel Bloom to sing a “very special” song (Nye’s words). She warbled:

My vagina has its own voice / Not vocal cords, a metaphorical voice / Sometimes I do a voice for my vagina . . . / ’Cause my sex junk is so oh, oh, oh / Much more than either or, or or / Power bottom or power top / Versatile love may have some butt stuff / It’s evolution, ain’t nothing new / There’s nothing taboo about a sex stew . . . Muslim “Peace Tour” Ends With 4 Stabbed Daniel Greenfield

It’s vitally important for us to understand our cultural differences if we are to have peace. For example, to us, peace means the absence of hostilities. In Islam, peace means submission to Muslims. This latest misunderstanding of cultural differences led to four being stabbed by a Muslim peaceseeker.

The Natural Peace Tours NGO, which arranges for one day entry passes for PA Arabs wishing to tour and become acquainted with Israeli society, confessed they had no idea one of their clients would grab a sharp object and stab four innocent Israeli civilians – one out on the street near Tel Aviv’s Atarim Square and three more inside Leonardo Beach Hotel.

A representative of the NPT management spoke to Army Radio and admitted, “We didn’t take this into consideration.” This, meaning that, as documented on CCTV, the Arab visitor sponsored by NPT grabbed a sharp object, stabbed a pedestrian on the street, then attacked the hotel gallery owner and her spouse, then stabbed a male guest in the lobby and tried to run out—breaking the glass entrance door.

The stabber was finally stopped and neutralized by the gallery owner’s husband, Claudio Wengerowicz, who, unarmed, jumped the attacker near the lobby’s revolving door.

It’s really the sort of thing you ought to take into consideration if you’re going to run tours of Muslims into Israel. Probably the first thing to ask prospective clients is, “Are you planning to stab four people while shouting Allahu Akbar?”

Defy PC Suppression and See ‘The Promise’ A moving, epic, sumptuous film on the suppressed topic of the Armenian genocide. Danusha V. Goska

Powerful people are deploying every trick to prevent you from seeing The Promise, director Terry George’s 2016 film starring Oscar Isaac, Christian Bale and Charlotte Le Bon. Their insistence that you not see the film rouses suspicion. After all, Terry George is a something of a cinematic social justice warrior and critical darling. He’s known for taking on righteous themes, including the English imperial abuse of Irish prisoners in his 1993 film In the Name of the Father, nominated for seven Academy Awards. His 2004 film, Hotel Rwanda, received three Academy Award nominations. The Promise’s script is by George and Robin Swicord, who also has an Academy Award and a Golden Globe nomination under her belt.

George’s Hotel Rwanda depicted the Rwandan genocide. Rwandans died in that signature African phenomenon: tribal violence. Hutus rose up with machetes and murdered their neighboring Tutsis in the world’s fastest genocide. Hotel Rwanda tells a different story. Rwandans died because white people don’t care about black people. In the film, Nick Nolte, playing a UN general, “explains” the genocide to Don Cheadle, playing the real-life hero and rescuer Paul Rusesabagina. “You’re dirt. We think you are dirt. You’re dung. You’re worthless. You’re black. You’re not even a n – – – – -. You’re an African … They’re not gonna stop the slaughter.”

Hotel Rwanda never explains how white people living thousands of miles away could stop a million killings-by-machete occurring over a hundred days. Rwanda is remote, landlocked, and mountainous. There were no airports, train tracks, or installations to bomb. Getting troops into Rwanda would have taken months and given the volatility of the area, the insertion of American or European troops would have sparked separate conflagrations. Witness the horrific fate of the humanitarian mission in the Battle of Mogadishu in October, 1993 – a mere six months before the Rwandan genocide. No matter. It’s whitie’s fault. That movie, the powers that be want you to see.

The powers that be don’t want you to see The Promise, though it stars Oscar Isaac, previously praised for the box office smash, Star Wars: The Force Awakens and the critical smash Inside Llewyn Davis, by the hipster Coen Brothers. What, then, is the problem with The Promise and why don’t powerful people want you to see it?

The Promise dramatizes the 1915-1923 Armenian Genocide. An estimated 1.5 million Armenians were murdered by Ottoman Turkey and its successor, the Republic of Turkey.

The victims of the Armenian genocide were Christians. The perpetrators were Muslims.

PC Pentagon Caves To CAIR, Agrees to ‘Review’ Anti-Terror Training Program Assigns case to Muslim chaplain who graduated from radical Islamic school raided after 9/11 Paul Sperry

The Pentagon has agreed to formally review an anti-terror training program taught to special forces by a private contractor for material deemed offensive to Islam and Muslims, even though the Muslim group that lodged a complaint against the allegedly “Islamophobic” program has been accused by the Justice Department of supporting terrorism and is currently banned from outreach activities by the FBI.

The instructor hired to teach the program says he fears his class might not get a fair hearing, because military brass have assigned the review to a Muslim military chaplain who graduated from a radical Saudi-funded Islamic school raided by federal agents after 9/11 on suspicion of terrorist activities. He is their second choice for conducting the review. They had originally picked a more radical military chaplain to inspect the training materials before learning he has ties to an imam with a history of ministering to Muslims later convicted of terrorism.

Brass decided to launch the review after receiving a letter from the Council on American-Islamic Relations last month demanding the commander of US Air Force Special Operations sever ties with longtime counterterrorism instructor Patrick Dunleavy, claiming his lessons “contain anti-Islamic content.” CAIR, a suspected terrorist front organization, did not cite any examples of content from his “Dynamics of International Terrorism” course to support its claim.

Dunleavy formerly served as deputy inspector general of New York State prisons’ criminal intelligence division and also worked with the NYPD’s intelligence division for several years. His five-day course, which he’s taught complaint-free at the AIr Force for several years, covers homegrown terrorism and prison radicalization, which tie directly into recent ISIS cases.CAIR claims to be a “Muslim civil-rights organization,” but the feds have ID’d

CAIR and its founder as “members of the US Muslim Brotherhood,” while designating them both as “unindicted co-conspirators” in a 2008 terror-financing case involving Hamas, the Palestinian branch of the Muslim Brotherhood and a US-designated terrorist group.

“From its founding by Muslim Brotherhood leaders, CAIR conspired with other affiliates of the Muslim Brotherhood to support terrorists,” US prosecutors charged in one court filing.

As a result, the FBI has cut off ties to CAIR until investigators “can resolve whether there continues to be a connection between CAIR or its executives and Hamas.”

Air Force Special Operations commander Lt. Gen. Marshal Webb received the CAIR letter and, in turn, ordered Special Operations School commandant Lt. Col. Christopher Portele to initiate a review. It is not clear if Webb is aware of CAIR’s well-documented support of terrorists. A spokeswoman did not return calls seeking comment.

How Trump Can Help the Cops The administration must change the Obama narrative that policing is the problem. Heather Mac Donald

Donald Trump vigorously defended law enforcement during his presidential campaign. He pledged to restore order to the nation’s cities—where violent crime is surging—and to reinvigorate the rule of law. His appointment of conservative Republican senator Jeff Sessions as attorney general was a strong signal that Trump’s words were more than campaign rhetoric. Now that the Trump administration and the Sessions-led Justice Department are up and running, where should they focus their efforts?

The most immediate goal of the Trump administration should be to change the elite-driven narrative about the criminal-justice system. That narrative, which holds that policing is lethally racist, has dominated public discourse since the fatal shooting of Michael Brown in Ferguson, Missouri, in August 2014. In response, officers are backing off of proactive policing, and violent crime is rising fast: 2015 saw the largest one-year spike in homicides nationwide in nearly 50 years. That violent-crime increase has continued unabated through 2016 and into the early months of 2017. A Trump administration official—perhaps Attorney General Sessions, or the president himself—should publicly address the question of what we expect from police officers: Do we want them to be proactive and to try to stop crime before it happens? Or do we want them to be purely reactive, responding to crime only after someone has been victimized? The administration should explain that data-driven, proactive policing made possible the country’s 20-year, 50 percent violent-crime decline that began in the mid-1990s.

In February, Sessions made a good start in turning around the false narrative about policing, addressing the National Association of Attorneys General. Sessions warned that the nation’s violent-crime decline is now at risk, while acknowledging that the crime increase is not happening in every neighborhood. Yet we are diminished as a nation, he said, when citizens “fear for their life when they leave their home.” (To be blunt, the violent-crime increase has hit almost exclusively in black neighborhoods. Nine hundred additional black males were murdered in 2015 compared with 2014, bringing total black homicide deaths that year to more than 7,000. It is a marker of the perversity of elite rhetoric about race that both Trump and Sessions have been fiercely attacked as racist for pledging to save black lives.)

Sessions noted that officers have become reluctant to get out of their cars to conduct discretionary stops and other “up-close” preventive policing. The administration should go further: it should convey the charged, hostile atmosphere in which officers in many urban areas now operate, thanks to the hatred spread by the Black Lives Matter movement. Gun murders of officers increased more than 50 percent in 2016, led by the targeted assassinations of cops.

A frontal assault on the dominant narrative about a racist criminal-justice system will require laying out the stark racial disparities in criminal offending and victimization. The public has been kept in the dark for decades about how vast those disparities are: blacks commit homicide at eight times the rate of whites and Hispanics combined, for example, and die of homicide at six times the rate of whites and Hispanics combined. Lifting that veil of ignorance is necessary to explain why officers operate more actively in minority neighborhoods—in order to save lives. The public must also understand that it is law-abiding members of high-crime communities themselves who beg the police to maintain order, and that such public-order policing was central to the now-jeopardized 20-year crime decline.

More Disturbing Revelations on Obama’s Disastrous Nuclear Deal with Iran Charges dropped against Iranians who aided Iran’s nuclear weapons program. Joseph Klein

Last week, U.S. Secretary of State Rex Tillerson certified that Iran was compliant with its commitments under the 2015 Iran nuclear deal, known more formally as the Joint Comprehensive Plan of Action (JCPOA). However, this is only because of all the concessions that the Obama administration had made, which lowered the bar for Iran’s technical compliance to an absurdly low level. Indeed, Barack Obama’s concessions to the Iran regime, which he offered in order to secure Iran’s agreement on the terms of the disastrous JCPOA, seem to have no bounds. The result is that Iran is marching ahead with perfecting key elements of a full nuclear weapons program, while already receiving many of the benefits of sanctions relief afforded by the JCPOA. And now evidence has surfaced that the Obama administration not only paid a ransom for the release of American citizens imprisoned unlawfully by the Iranian regime as the JCPOA was being implemented. According to an April 24th investigatory report by Politico, the Obama administration also agreed, as part of a prison swap, to release seven Iranian-born prisoners from U.S. custody, at least some of whom could well go back to helping the Iranian regime procure components for its nuclear weapons program.

Moreover, the Politico report found that the administration dropped charges and international arrest warrants against 14 fugitives. Obama Justice and State Department officials, at times after consultations with the White House, reportedly slowed down the extradition process for some fugitives who were in custody abroad. And the administration failed to vigorously go after Iranian procurement networks in the United States, while thwarting career law enforcement officials’ efforts to lure their targets to international destinations where they could be readily arrested.

In short, senior Obama administration officials delivered a major blow to the painstaking work of counter-proliferation task forces that had been trying for years to uncover and break up Iran’s intricate procurement networks supporting its nuclear arms program.

“A lot of people were furious; they had cases in the pipeline for months, in some cases years, and then, all of a sudden, they were gone — all because they were trying to sell the nuke deal,” a former Department of Commerce counter-proliferation agent was quoted by Politico as saying.

And from Obama on down, the small group of officials involved in brokering the trade-offs leading to the nuclear deal misled the American people in the process.

For example, the Obama administration downplayed its release of the Iranian-born prisoners, whom were referred to benignly as “civilians” and “businessmen.” President Obama himself described the prisoner swap with the Iranian regime as “a reciprocal humanitarian gesture.” His Press Secretary Josh Earnest represented that the released prisoners had been caught up in technical sanctions or trade embargo violations – what Earnest referred to as “nonviolent crimes.” In fact, according to the Politico report, “some of them were accused by Obama’s own Justice Department of posing threats to national security. Three allegedly were part of an illegal procurement network supplying Iran with U.S.-made microelectronics with applications in surface-to-air and cruise missiles like the kind Tehran test-fired recently, prompting a still-escalating exchange of threats with the Trump administration.”
