As far as the Palestinian leadership is concerned, Israel and the US administration are now the main enemies of the Palestinians. It is prohibited to talk to any Israeli or US official. It has also become taboo for any Palestinian to talk about holding meetings with Israeli or US officials.

When you radicalize your people against Israel and the US in such a way, how can you expect Palestinian leaders not to veto meeting with Israelis?

Moreover, as Malki is also under attack also from the “moderates,” one can only ask what the “non-moderates” could have in store for the besieged foreign minister — or for any leader who might dare to return to a negotiating table with Israel?

Palestinian Authority Foreign Minister Riad Malki seems to have committed a “crime”. He said that the Palestinians are prepared to hold a meeting with Israelis! Malki made this scandalous statement during a meeting last week with foreign journalists.

“The Palestinian leadership has confidence in Russian President Vladimir Putin,” Malki said, referring to the possibility of holding a video conference meeting between PA President Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu under the auspices of the Russian president. “The Palestinians will consider this possibility if Russia determines that its useful.”

The Palestinian leadership, since 2014, has been boycotting peace talks with Israel. Since 2017, the Palestinian leadership has also been boycotting the US administration in response to President Donald Trump’s decision to recognize Jerusalem as Israel’s capital.

An Arab Palestinan homeland? OK, but where?      

Where can, and should it be located? Is it feasible and realistic? Will it ensure the survival of Israel and Zionism? Is it politically and economically coherent? Is it historically consistent? Will it allow Arab Palestinians to express their sense of national identity, decide their destiny (e.g. to vote), and will it contribute to a better life? In order to make our way through the maze of complexities, competing arguments and myths, we need to understand the history of an idea – Palestinianism — and how and why it became such a contentious issue.

Prior to the defeat of the Turkish/Ottoman Empire in World War I, there is no indication of an Arab, or Palestinian subgroup living in the area; local Arabs considered themselves to be “southern Syrians.” After the war, the League of Nations created nation-states in the area (e.g. Syria, Iraq, etc) and assigned the area which became known as the “Palestine Mandate” to be administered by Britain, as a national homeland for the Jewish people. In 1921, Britain created “Transjordan,” (east of the Jordan River) and installed a  Saudi tribe to rule, which became the Hashemite Kingdom of Jordan. During the 1920’s and 1930’s, anti-Jewish and anti-Zionist riots and pogroms, led by Haj Amin al-Husseini, the mufti of Jerusalem and Nazi supporter, and Islamist groups (e.g. the Moslem Brotherhood) espoused a virulent form of Palestinian nationalism that remains at its core.

Predictably, on cue, Prime Minister Benjamin Netanyahu’s announcement that he intends to extend Israeli law and sovereignty to Jewish communities in Judea and Samaria (the “West Bank”) has elicited a tsunami of opposition, fears of dire consequences, threats of sanctions by the EU and threats by Jordanian and PLO leaders to abrogate treaties and agreements. 

Why, however, is this so controversial and upsetting?In Jerusalem, Hebron and other areas, there have been Jewish communities since the First and Second Temple periods. After the destruction by the Romans, they rebuilt.

In Hebron, a Jewish community was reestablished in the Byzantine period, and then reconstituted in the 16th century. It was destroyed in August 1929, when 67 Jewish residents were murdered.

Jewish communities such as Gush Etzion, built in Judea and Samaria during the 1920s and 1930s, were destroyed during the 1947-1949 war and were rebuilt and expanded since the 1967 Six Day War. About half a million Jews live in 121 “settlements” in Judea and Samaria.

PLO leaders and the international community recognized Israel’s claims to these areas (in Area C) in the Oslo agreements in return for creating a Palestinian National Authority under the PLO.

Why, then, do plans to extend Israeli law and sovereignty provoke such extreme responses? It seems to be nothing more than confirming what already exists and has been agreed upon.

Issued in the midst of a sustained attempt by the Palestinian Arabs to destroy it at birth, Israel’s 1948 declaration of independence urged them “to participate in the upbuilding of the state on the basis of full and equal citizenship and due representation in all its provisional and permanent institutions.”[1] The invitation to these inveterate foes to be fellow citizens was based on the belief that once their aggression had been defeated, they would resign themselves to a minority status in the nascent Jewish state.

Seventy-two years on, the fulfillment of this assumption seems as remote as ever. Not only has Arab integration in Israeli society not led to general acceptance of the legitimacy of Jewish statehood, but the more affluent and more established the Arab population has become, the stronger its Palestinian identification to the point of openly challenging the fundamental principles underpinning Israel’s existence.

This seemingly unbridgeable gulf between Israel’s Arabs and Jews raises the need for a profound redefinition of the concept of citizenship in a way that would satisfy the Arabs’ national identification and protect their civil and religious rights without enabling them to undo Israel’s Jewish national character.
